September 29, 2025 – Revised Version
Introduction
We, the children of the land of Iran, inspired by the Charter of Cyrus the Great, have resolved to build a new society; a society in which freedom, justice, equality, human dignity, transparency, sustainable welfare, and the protection of the Earth form the foundation of governance. We believe that a new Iran must take steps on the path of progress, democracy, and peaceful coexistence with the world.

Chapter Two: Fundamental Principles of the Party
- Iran is the historical land of Iranians; the Iranian nation has taken shape over a historical continuum spanning thousands of years.
- Iran is an ancient country where national bonds have emerged naturally, possessing the characteristics of a nation since ancient times.
- The history of Iran, especially the ancient era, is a source of pride and learning, and preserving it is a national duty.
- The Persian language is the national language of the country; preserving local languages and dialects is also a national duty.
- Iran belongs to all Iranians, and the entire territory is the common heritage of all citizens.
- The independence of the country from foreign influence and domination is a national necessity.
- Iran is an indivisible country, and separatist activities are contrary to national security.
- Despite the necessity of local and regional empowerment, federalism is not suitable for Iran and will cause tension and division.
- Iran is the country of Iran, not a religious country; no religion or sect should attribute the national structure to itself.
- Legal equality of citizens is an inviolable principle and does not depend on their religious or non-religious beliefs.
- The protection of Iran’s cultural, historical, and natural heritage is a public duty.
- Sustainable development and environmental protection are prerequisites for any development plan.
- Respect for animal rights is a fundamental principle; any violence, abuse, or exploitation of animals is prohibited, and the protection of habitats and biodiversity is a moral and national duty.
- Territorial integrity, the environment, and the cultural heritage of Iran are a trust in the hands of each generation.
- Secularism and liberal democracy are the basis of democratic governance.
- It is necessary that the process of secularization be implemented based on strict models to prevent the dominance of religious institutions.
- The rule of law, separation of powers, and the guarantee of fundamental citizens’ rights are the basis of sustainable democracy.
- Free and democratic elections are the right of all citizens.
- Observance of the principles and provisions of the Universal Declaration of Human Rights is mandatory.
- Political participation of citizens is not only a right but a necessity for good governance.
- No religion or ideology should have special privileges in the structure of the government.
- The independence of the Judiciary and supervisory bodies from the government and other powers is essential.
- Freedom of speech is a fundamental right, and no justification for limiting it is acceptable.
- Security agencies must be in the service of freedom and citizens’ rights, not in conflict with them.
- Foreign policy must be based on national interests, realism, and peaceful relations with the world.
- The economy must be free and competitive; private property is respected.
- Meritocracy and healthy competition are conditions for the country’s progress.
- The free market must operate within the framework of fair and transparent regulations.
- The role of the government in creating infrastructure is necessary, but its extensive interference in the economy is not desirable.
- Oil revenues must be deposited into a National Sovereign Wealth Fund, and its management must be transparent and under the supervision of the Parliament.
- Government financial resources must be supplied primarily through citizens’ taxes, not rentier revenues.
- Creating a comprehensive social security system is a duty of the government.
- Free education up to the end of high school is a duty of the government.

- The independence of the Judiciary is a condition for investment security and economic growth.
